  • "support law enforcement and first responders, improve roads and drainage, and accelerate flood-control projects"
  • "taxpayers deserve to know where their money goes and what results it produces"
  • Plans "town halls, advisory groups, public meetings, and transparent online information"
  • "Flooding, cost of goods and housing, and access to public health"
  • "I'm funding a nonprofit grocery store to bring down food costs, building more housing that families can afford"
  • "I will always stand up to Trump and Abbott to protect Harris County's interests"
  • Campaign site: "lowering costs for families, being a responsible steward of taxpayer dollars, keeping our neighborhoods safe, and protecting our homes from flooding"

Claims and the record
  • Richard Vega filed suit against members of the Harris County Commissioners Court arguing that Garcia automatically vacated his Precinct 2 seat under Texas dual-office-holding rules when he accepted appointment to the board of the Gulf Coast Protection District (GCPD), a local flood-resiliency entity with taxing authority that overlaps with Harris County residents. Appeals Court ruled Garcia’s appointment was invalid and Garcia could remain Commissioner Pct. 2.
  • Property taxes and budget: says that facing a budget shortfall he made the call of "cutting wasteful spending rather than raising taxes on working families"
  • Growth and infrastructure: "I'm funding a nonprofit grocery store to bring down food costs, building more housing that families can afford"
  • Flooding and drainage: says he has "invested $500 million to prevent flooding; cleared over six million feet of drainage ditches"
  • Public safety: "keeping our communities safe is never where we cut corners"
Claims and the record
  • When Garcia was Sheriff, ABC-13 report revealed that mentally ill inmate Terry Goodwin had been left for weeks in a squalid solitary cell with insects, garbage, a clogged toilet, and his own feces. Records were allegedly falsified. Garcia said he learned of the conditions only after media involvement; a former chief deputy later claimed he had previously raised concerns. Garcia launched an investigation, fired six jail officers, suspended dozens more, demoted a major, and accepted the resignation of his chief deputy. Activist Quanell X and Goodwin’s family called for Garcia’s resignation, accusing him of avoiding personal accountability.
